The client is a leading public listed multi-disciplinary engineering and construction company providing comprehensive services including feasibility study, project management, construction and commissioning.
Its capabilities include major infrastructure works such as ports, highways, oil & gas, water & sewerage, and the development of upscale industrial projects.
Challenge
The lack of a centralised platform for managing multiple projects and providing overall visibility into schedule and cost created several challenges.
These included difficulty tracking BOQ and wastage, monitoring site progress, sub-packaging BQ for estimation and contracting, and establishing unified project delivery and reporting.
The client also lacked a centralised repository for managing and analysing project data.
With a growing pipeline of larger projects, the client wanted a more systematic approach that would:
- Streamline project delivery using a single platform for Site Monitoring, Cost and Contract Management
- Establish unified operational practices across projects
- Deliver consistent reporting and analytics
- Streamline Pre-Contract estimation and bidding through Owner Contract and Sub-Contract Management
- Support customised contract management including IPC/COP

Solution
A tailored cloud solution based on Oracle Primavera Unifier was implemented and integrated with Oracle BI Publisher.
The solution established a unified approach to integrated project schedule and cost controls, including:
- Streamlining Pre-Contract estimation and bidding processes to sub-package BQ
- Establishing a common Project Cost Breakdown Structure
- Incorporating Sub-Contract Contract Management processes including LOA, IPC/COP, VO and Final Accounts
- Generating reports on site progress
- Developing workflows for process automation to increase operational governance and efficiency
